I think most of the teams in Kazakhstan have tycoons. Astana definitely do, as I ended up there on a journeyman and never had less than £23m in the bank.
Sheriff Tiraspol are the historically dominant team in Moldova and usually have a bit of cash. Pyunik would be a good shout, whilst BATE i imagine would be too easy from the very start.
Litex could be good, but I found it very frustrating, as they start as Amateur and almost all of your players will get stolen within the first season or two.
